Puppet Master
The Puppet Master, aka Phillip Masters, is a creepy criminal villain whose power involves making puppets out of radioactive clay, then using some sort of psionic ability to control the characters whom the puppets share a likeness with. It might sound like a silly concept, but it could easily be adjusted slightly to fit in the Marvel Cinematic Universe and it can be used to devastating effect.
In the comic books, he targeted Carol Danvers when she was Ms. Marvel, rather than in her Captain Marvel form, but that shouldn’t stop Marvel Studios from putting him up against Captain Marvel in her movie.
The interesting thing about the Puppet Master is that he could potentially bring other superhuman characters along with him, as he likes to use them in his plans by controlling them to do his bidding (particularly female superhumans, who he likes to dominate). He put the likes of Dusk, Tigra, Silverclaw, Stature and Ara̱a up against Danvers, for example Рand that would be awesome to see on screen.
Now let’s move on to a character who is best known as a Captain America villain.
