Loki surely played his part in The Avengers. The fact he did not show up in Age of Ultron might have disappointed a number of moviegoers.
He is, in reality, the one we love to hate or - depending on how you embrace his character - the one we hate to love, a one of a kind antagonist. And the fact he's portrayed by Tom Hiddleston certainly adds up, as I pointed out here.
Did you miss him in Age of Ultron? I most certainly did. Granted, the movie brings a lot of action on the big screen, so it's hard to qualify Loki's absence as a shortcoming.
However, remember Idris Elba's slip of the tongue? Last year he spilled the beans and informed the public about a scene shot with Tom Hiddleston.
Yet, no trace of Loki in Age of Ultron! Not even the slightest cameo! Hear Joss Whedon clarifying that!

In an interview with MTV, Joss Whedon explained why Tom Hiddleston did not eventually make it to the big screen, though some shooting was done.
In his words, it's like this: "We did shoot something, but it didn't play ["¦] The movie has so much. It's so filled. We didn't want it to feel overstuffed. I really wanted to have Loki in it, but I understood the decision that there were now too many voices in the chorus."
This is pretty much the same reason - but not literally the same - why they cut Captain Marvel's cameo out, as I indicated here.
To sum it up, Whedon adds: "At some point the embarrassment of riches is actually embarrassing". In so many words, throwing too many characters in a movie seems to be construed as a shortcoming. So, this line of reasoning pushed them to axe Age of Ultron and rule Loki out.
