We heard about the Accords for the first time in the credit-scene of Ant-Man – when Steve Rogers and Sam Wilson find Bucky Barnes with his hand trapped in what seems to be a big vice. The trailer begins with this particular scene – and, by the looks of it, it is the two Avengers who have captured the Winter Soldier. According to the latter, he is being framed for hits around the world, even if he is not an assassin any longer. Tony Stark, though, wouldn’t believe him.

So what are the Sokovia Accords? Well, it is the Framework for the Registration and Deployment of Enhanced Individuals – and, as its name suggests it, it must have been written or at least made public after the events of Age of Ultron, when the Avengers had to drop Sokovia from the sky.

And yes, this is the correspondent of the comic book’s Registration Act – basically, all the enhanced individuals (expression uttered by Captain America in Age of Ultron, during the first encounter with Quicksilver) are placed in the Government’s suborder. But, besides this event, is there any other reason why a part of the Avengers (namely Tony Stark) would subscribe to this new law and even enforce it?

We should take into account in here the fact that Tony (with Banner’s help) was the one to create Ultron – so he might consider that the Avengers need to be supervised, after SHIELD dissolved. But there is also another reason why he might disagree with Captain America – and this involves a scene not seen in the trailer (or maybe it is): the African market battle, featuring Crossbones.

From this teaser, we get the idea that Bucky is being framed for something he didn’t do – could Tony suspect that he is the one whose orders Crossbones answers? It may be so – and if we pair this with the fact that the Winter Soldier is suspected of killing Tony’s parents, we know why Iron Man will clash with Steve Rogers.
