Well, they are one in short in number than the team of Steve Rogers but there are superheroes whose sides haven't been confirmed "“ so the number may be get balanced in future. War Machine

If you could predict that Sam Wilson will stand alongside Steve Rogers in Civil War, we must not have had doubts about the side in which Don Cheadle's James Rhodes, aka War Machine, will stand! Rhodey and Tony Stark are close pals and it was very unlikely that their bond will be affected in Civil War.
