As said in here, the Joker will indeed appear in Gotham, if he hasn't appeared yet. And, as even executive-producer Bruno Heller said, there will be multiple hints at the Jester of Genocide until the first season of the show ends. Did we spot one of these hints? Were we mistaken? Only the producers and those closely involved in the show know.
Sure, you might think that the Joker is still young during the events from Gotham, since Bruce Wayne himself is still just a kid crying after his lost parents. But is this a reason enough to believe that we won't hear him laughing until the end of the first season?

The Joker teased by Bruno Heller
The producer's plans were to introduce the character gradually, with hints and teases until a final reveal. Even before the pilot aired we knew that Joker will eventually appear in Gotham - but not until the 3rd season.
Bruno Heller now says that this waiting will be over faster than anybody might have believed, because, after all, Joker is an asset and nobody wants to wait any longer. Of course, he did mention the fan theories which say that Penguin (here is the theory and Robin Lord Taylor talking about it), Fish Mooney, Nygma or even Scarecrow will turn out to be the Clown Prince of Crime.
Furthermore, we know that Red Hood gang will appear in the show, and we all know that Red Hood was just how the Joker appeared (check it out in here).
Reaching"¦ to the comics
This isn't canon by a long shot - however, didn't you always wonder how Joker bounces back each time Batman punishes him? Well, Batman #38 says that Joker is in fact almost the same as Vandal Savage and Ra’s Al Ghul - if Savage bathed in the radiation of the meteorite and Ghul uses pools of corrupted chemicals from the same meteorite, the Ace of Knaves has the substance within his own blood stream, substance which activates itself only when the Joker is in peril.
As said, we are reaching out - however, this would be the perfect introduction of the supernatural element into Gotham, which could lead to the appearance of other greats of the Batman rogue gallery.

We know, this kind of a theory is anorexic and we are being generous when saying this. Nonetheless, if none of the above villains already introduced in the show is the Joker and this awesome character, named time and time again the greatest villain of all time, isn't just a small kid, what other options do we have?
