Spectre
As far as DC superheroes are concerned, Spectre is the most powerful of them all. He is, basically, a soul who was refused the entrance of the afterlife. His aim is to punish all the wicked – which, in a way, shows us that he indeed has God-granted abilities.
Nonetheless, in order to judge impartially, he needs a human host. If he doesn’t have one, he ends up punishing even the smallest of all crimes. And even if he has a host, he can be easily tricked into performing some truly horrible deeds – such as wiping entire nations from the face of the world.
He is so powerful that he managed to turn the Phantom Stranger into a mouse and kills the Wizard Shazam, even if Billy Batson did his best.
His powers do have their limitations, though – most notably, the Divine Law. If broken, then the Spectre must answer to the Presence, the most powerful being in the DC comics universe.
