10. Hush

Going by the name, you realize that this enemy can sneak up on you until and unless you are quite as a bat. Amongst all the other bad villains that you find in the Batman comic series, Hush has a name for creating a lot of oppression, and running across the town, creating havoc without any issues.

He has literally taken over the city of Gotham many times, but then Batman has almost always come to the rescue. He makes for some of the best villany in the Batman series, and is definitely one of the best things that you would find in terms of villains in the Batman comics.

It is only later that you would find him capable of literally taking out the heart of Catwoman, and striking at the Batman in the vicious manner without any chance of resuscitation or rescue. This is the ultimate villainy that one can see for Batman.
