After five years, it looks as though Harley Keener (Ty Simpkins ) will finally return in the untitled Avengers 4!
When Iron Man 3 introduced Harley in 2013, many felt that Marvel Studios had big plans for him. There was speculation that Tony Stark (Robert Downey, Jr.) would eventually pass on the Iron Man mantle to the kid. One popular theory that eventually proved to be wide of the mark suggested that the character was Peter Quill, aka Star-Lord, from Guardians of the Galaxy.
Years have passed with no sign of Harley in the Marvel Cinematic Universe, but IMDb recently claimed that the studio is set going to bring Ty Simpkins back as Harley Keener. According to the online entertainment database, the 16-year-old actor will reprise his Iron Man 3 role in Avengers 4. Check out the tweet:

There's no information about the size of Harley's role in the May 3, 2019 release, so we can't be sure whether it's a mere cameo to remind us of MCU events or a role as significant as filling the shoes of a genius-billionaire-playboy-philanthropist superhero.
While the former option seems more likely, the latter is also possible, although it may not please all of the fans. Avengers 4 is expected to be the last installment in which we’ll see RDJ suit up as Iron Man. And Tony Stark has already placed his faith in one teenager (Tom Holland's Peter Parker, aka Spider-Man), so it isn't inconceivable that he might trust another enough to allow him to succeed him as Iron Man.
Of course, it would be unwise to put confidence in either option without having a better idea about the movie’s plot.
