Hulk has grown to be a fan-favorite among the moviegoers ever since Mark Ruffalo has taken on the persona(s) of Bruce Banner. He is dorky, he is cool, and he knows how to act - what more could one ask?
So why isn't Marvel moving ahead with a solo film for the Green Goliath? They had the perfect opportunity for this, at the end of Avengers: Age of Ultron, with Hulk's whereabouts unknown and a rumor that he went into space.

Hulk rights
As you might have suspected, this problem concerns the studio that owns the rights to the Hulk solo movies. And the rights belong to"¦ Marvel. Surprised? Well, it's a bit tricky.
Marvel does have the right to make a solo movie centered on this character, but the distribution rights don't belong to Disney. Instead, it is Universal that holds these rights. So, in a way, it would be only Marvel that risks its money, with Universal taking part only when it comes to the box office earnings.
And it will be risky, if a Hulk solo movie will happen, since a movie centered on him will most likely have a huge budget dedicated to the CGI.

Furthermore, we should take into account that the previous Hulk movies didn't even double their budget. So it can be said that the studios producing them lost money.
So why would Marvel push ahead with a solo Hulk movie? It isn't because they don't hold the distribution rights, but it is the huge risk. While the Green Goliath is a fan-favorite among the moviegoers, his success relies also on his relationships with the other characters.
So it just doesn't make sense making a Planet Hulk movie, for example.
