The episode Suicide Squad of Arrow Season 2 marked a cameo appearance of the out of the ordinary DC supervillain Harley Quinn. Later, Arrow titular cast Stephen Amell spilled out that the character was about to appear in that season's finale episode titled Unthinkable, but eventually was cut for time issue.
The CW series pulled curtains to its third season earlier this month but we didn't have a single glimpse of Harley in the entire season. It's like we have been waiting for a movie after watching the trailer, but the movie eventually didn't reach the theaters! Why did they tease Harley Quinn when they don't intend offer her the limelight?
In a recent interview with Flickering Myth, Willa Holland "“ the actress who portrays Oliver's younger sister Thea Queen "“ reveals the reason behind such an inconsistency. She claims that Arrow had "˜big plans' for the character!
Arrow's Harley Killed By DC Execs!

It's the DC Executives, according to Holland, to stand as a barrier to use of Harley again in Arrow!
Here's what the actress states:
"We had big plans for Harley, but I guess something came down from DC execs that told us to shut it down. I mean, we had that tease with the pigtails and the A.R.G.U.S. [prison] outfit but, we'll never see it. We would love to Harley in Arrow but it will never happen."
Apparently, DC's plans for Margot Robbie's Harley Quinn in their 2016 flick Suicide Squad seem to be the main reason to stop Arrow from exploring the character further.
