The Black Widow will appear in Captain America: Civil War. We know now for sure. The news came straight from the Russo brothers. A couple of days ago, on the occasion of a Beijing press release, Joe and Anthony Russo made it public. They didn't go that much into details, but that one disclosure was made.
The Chinese visit occasioned the Russo team the first release after the public announcement of the title of the keenly awaited sequel. Next to the Black Widow, the movie will also bring back Iron Man and Winter Soldier.
What else is there besides the Black Widow?
Scarlett Johansson will reprise her role as Natasha Romanoff / Black Widow. That means her career in the Marvel Universe won't end in Avengers: Age of Ultron, and that the Black Widow will survive the developments of The Avengers 2.
She will be joined by Robert Downey Jr. and Sebastian Stan staring Iron Man and Winter Soldier, respectively. Of course, Chris Evans has the lead role, as Captain America.

In Russo brothers' words, "Captain America 3 is ["¦] going to star Chris Evans, Scarlett Johansson will be back, Winter Soldier [Sebastian Stan] will be back, and Robert Downey Jr. as Iron Man will also be joining us in the next film". Now with the Black Widow on board, the team really starts to come along.
The dynamics between Iron Man and Captain America is central to the plot. When asked about the novelty of the sequel, the directors revealed the element of surprise: "The new element in this film is that Captain America and Iron Man get into a fight with each other".
Even if now the Black Widow is confirmed for Captain America: Civil War, questions are yet to be answered in regard to Jeremy Renner playing Howkeye and Samuel L. Jackson bringing back Nick Fury.
