The first outing of the Suicide Squad

What was the point in having a Suicide Squad if it wasn't going to be used?

After Incubus arrives, Amanda Waller sends a specialized team to neutralize him. However, even if the connection between Incubus and Enchantress should have been a known thing to her, she sends just Enchantress after the villain (Rick Flag was useless anyway). Which leads to the movie having 2 villains in the end.

I see no reason why David Ayer went on this path. Maybe the entire Suicide Squad should have been sent after the supernatural villain. Maybe in this way Enchantress wouldn't have had the chance to escape. But hey! This would have made the movie much-much shorter "“ which, now, seems like a great idea.

But it seems like a great idea just for me. Apparently, the Warner Bros heads wanted more screen time for the high-paid actors, even if this meant ruining the movie.
