We’ve heard more than one rumor that Namor the Sub-Mariner will join the Avengers sometime during Phase III of the Marvel Cinematic Universe. But this hasn’t happened yet, and it’s very unlikely that the character will be introduced until Thanos' quest ends. That’s because, although the rights reverted back to Marvel, some other legal issues regarding this character need to be addressed.
So, yes, it’s complicated.
However, a new rumor has surfaced that says that Marvel is finally moving forward with a project featuring Namor. This rumor comes from the outlet that revealed the location where The Inhumans would be shot. Similarly, we’ve learned via CBM that Namor the Sub-Mariner will shoot in Hawaii. Here’s the tweet:

Sure, this should be taken with a grain of salt, especially since nothing official has been revealed yet.
Also, nothing’s been said about what kind of project it will be. A big screen movie? Or a TV show? Can we speculate that we’re one step closer to seeing the Illuminati on the big screen? Maybe, even though Fox still owns Professor X and Mister Fantastic.
