If Scarlet Witch was just discovering her powers during the events of Age of Ultron, Civil War brings an updated version of the character. We presume that she won’t be limited to entering other people's lives and to basic telekinesis. But will Scarlet Witch ever reach the potential she has showcased in the comic books?
Apparently she will, according to director Joe Russo. During a press conference while promoting the first movie of the MCU Phase III, the director said that her power is already tremendous during the events of this film. However, since she isn't quite able to restrain herself when needed, Scarlet Witch will hold her powers in check throughout the movie.
Which leads us to say that the character is still evolving. All she needs to let loose is to be confronted with the ultimate threat. According to the director, a particular event during the beginning of Civil War will not go as planned - and it will all be Scarlet Witch's fault. And she will have to keep herself in check - otherwise, she already has the power to singlehandedly defeat the entire Avengers team.
But this is also the beauty of her character - even if her powers are already developed, she is still a flawed character who can improve herself. And, according to the director, this is what good storytelling is all about:
She is on a growth arc, and it is part of her development. It is very tricky with powerful characters, because unless they have an internal struggle, or a flaw that limits them, then they do become limitless, and the storytelling becomes muddled and not very interesting. You know she could've stopped that fight at the airport in five seconds if she were at the peak of her powers, so it really has to do with her character specifically going on a journey to understand what the limits of her powers are. She makes a mistake very early in the movie that sets her back, and we'll get to see where she goes in Infinity War.”
