Falcon is likely to be the next Captain America in the MCU subsequently to Civil War. But he's not the only contender to this title: the Winter Soldier might just as well get his hands on the leadership of the Avengers once Steve Rogers steps off the stage.
However, Bucky Barnes has some serious ledger cleaning to do: he'll have to find a way to get over having fought against lifelong friend and having been brainwashed into becoming a Hydra assassin.
So, odds favor Falcon. All the more there's one connection he'll possibly establish with another key player of the Marvel universe: Ant-Man.
A month ago Empire inquired Peyton Reed whether Falcon or another Avenger would join Ant-Man in his solo outing programmed for this year. But the director only confined to saying "That’s classified information. That’s buried. It’s possible" (via Comic Book Movie).
Now the rumor relapsed. And comes with another speculation in tail: Marvel's shrinking hero might fight Falcon (or whoever other fellow Avenger might hold a cameo in Peyton Reed's adaptation).

Will Falcon exchange blows with Ant-Man?
THR sat with Paul Rudd and Kevin Feige and talked - extensively! - about the upcoming Ant-Man. The question of an Avenger coming to blows with Scott Lang's superhero persona was uttered.
And here's Paul Rudd's answer:
"Essentially, this is a heist film, and if you look at the structure of heist films, there is always a test run and the test run fails. In talking about what could be a good test run, we were just playing around with conversations and thought"¦."
Yeah, they thought the obvious: "“Oh my God, what if he actually fought an Avenger?” We started getting really giddy about this idea. It seemed like that would be a fun way to incorporate the universe into this film."
Anthony Mackie is not officially part of the cast, but various sources (IMDB included) cite him as such.
But if his Falcon is slotted in, it would be a most elegant solution to both establish a connection between Ant-Man and the Avengers (Falcon might recruit Ant-Man for Civil War, since Scott Lang can't just show up out of the nowhere) and to showcase Falcon's leadership qualities.
