Try as I might, I can't figure this one out. Movie Pilot maintains he quotes a line from Arkham Asylum, more precisely, "You’re always welcome here", but I wouldn't put money on it.
Clearly, there's a lot of laughing "“ well, it's The Joker, of course there's has to be some spine-chilling laughing in there. And some coughing. Definitely some coughing.
There are some articulate lines in between laughs and the throat-clearing moments, but I for one can't make sense of them.

Is this genuine?

If I could have, I'd also be able to say if this recording is, indeed, a leaked material from the set. Should we take the recording seriously and consider it genuine material?
It does sound genuine, there's no question about that. But the poor quality of the recording prevents us from understanding the words, identifying Leto's own voice and, thus, deciding whether this is the true voice of The Joker as we'll experience in Suicide Squad.
